Pasta con le sarde works because fennel, sardines, raisins, saffron, anchovy, pine nuts, and toasted crumbs stay in balance. No one element should read like a garnish added at the end.
Bucatini is common, and Gusta already has that lane covered. Here we use Gusta spaghetti, which changes the finish: toss gently, loosen with fennel cooking water, and let the crumbs bring texture without burying the fish.

Bring a large pot of salted water to a boil. Blanch the fennel until tender, 8 to 10 minutes, then lift it out and chop it. Keep the water for the pasta.
Soak the raisins in warm water for 10 minutes. Steep the saffron in 2 tablespoons warm fennel water.
Toast the breadcrumbs in 2 tablespoons olive oil until golden and dry. Transfer to a bowl.
Warm the remaining olive oil in a wide skillet. Cook the onion 8 minutes, then add the anchovies and stir until they melt into the oil.
Add the sardines and cook gently for 2 minutes. Add the wine, chopped fennel, raisins, pine nuts, saffron water, salt, and pepper. Simmer 5 minutes, keeping the sardines in pieces rather than paste.
Cook the Gusta spaghetti 9 minutes in the fennel water. Reserve 1 cup water, then drain.
Toss the spaghetti with the sardine mixture, loosening with fennel water as needed. Finish with toasted breadcrumbs at the table so they stay crisp.
